Winter temperature is a defined three-month average.
The ranking value is the arithmetic mean of NOAA 1991-2020 December, January, and February average temperature normals, in degrees Fahrenheit. The page requires all three monthly values to be present.
Rows are limited to cities with 2024 Census PEP population of at least 5,000 and non-null December, January, and February average temperature normals. Ranks use standard competition ranking, so exact ties share the same rank.
This page does not use snowfall, sunshine, humidity, storm frequency, or subjective comfort. It reports only the stated temperature normal.
