Three things to know about this data.
The 5,000-resident floor. Cities with fewer than 5,000 residents in the 2020 base are excluded. A village declining from 60 to 55 people would otherwise rank near the top on percentage terms — the floor keeps the leaderboard meaningful.
Estimation uncertainty. The Census Population Estimates Program produces annual estimates, not a full enumeration. Single-year changes of a few hundred people may not be statistically meaningful. Larger multi-year declines are more reliable signals.
Incorporated places only. The Vintage 2025 estimates program does not produce annual estimates for Census-Designated Places (CDPs). This list covers incorporated places, consolidated cities, and the District of Columbia — CDPs are an explicit V2 gap in the dataset.
